hello im new to all this, I have a budget for my wedding but I have no clue where to start. HELP!!!!!

write a list of what you can afford to save each month and how long until you set date than yo uknow what your budget is
then start researching the main things online such as dress, photographer, venue etc
then you will have a budget figure based on the online prices

Welcome :-) ... I would say set your budget realistically then, research venues to get a good idea of price and see what u can get included in that price as it can vary greatly from venue to venue... We found that booking things early so we knew realistically how much we needed to save helped a lot too x

First of all, welcome!;-)
you will beed to prioritise everything. Spend the most on what is important to you - ours for example, was the photography with roughly 25% of our budget going on this. after that, believe it or not, was the venue (were spoilt round here). Once you've done that, it will all fall into place, trust me.
Another little tip is to have a petty cash box for silly things like stationary, stamps, glue (if making own invites, etc) - things that are readily available.
Another thing is that if you go over budget on any given item, BE HONEST with yourself. We've overspent by £240 or so, but yet were under budget overall by around £1200 so were still saving about £1000 overall.
Be thrifty! Call in favours where you can, and make what you can. Most of the stationary I did myself for example, but paper/card still cost money. see petit cash tip.

Try to buy cheap if you don't want second hand. I bought my Tiara when there was a sale on and have ordered my veil from ebay. At £20 I thought it may be a risk but actually it arrived today and is really lovely. So just between those 2 items i have saved about £80.
Sit with your oh and work out exactly what you have coming into the house after tax and what you have going out and where you can cut back eg take away once a fortnight instead of once a week, or buying value brands instead ( i used to be a brand snob but had value pasta a few weeks back...tastes exactly the same lol). If you know exactly how much is left after the bils are paid you will have a better idea of what you can save reallisticaly without having to become a hermit xx
I'd say search online for a wedding checklist and then prioritise it to suit what you want. Also have a look at the threads on here re budget weddings and DIY ideas and see which things you want that you can save on so that you have more of your budget to spend on the things that are really important to you :)
