I used to work for the company that does the pregnancy test with a timing - 3+ means that you have fallwn pregnant 3 (about) weeks ago. In medical terms that means you are 5 weeks pregnant because officially it's counted from your last starting day of your period and they are taking the avetage woman who ovulates around day 14 of the cycle. This is alway counted like this worldwide no matter how regular your periods are. That's also the reason why a due date is only an estimation because cycles are so different.

The pregnancy test measures the amount of hcg - hcg is the pregnancy hormone and rises rapidly in the first few weeks of a pregnancy and peaks around 10-11 weeks - then it falls again which is absolutely normal. So is a pregnant woman takes a test at lets say 28 weeks it will give her a very wrong result because her hcg levels are lower again.

The rise and fall of hcg is not exactly the same for every woman so ofc the test can only estimate - so no this timeline is not a 100% correct but it measured a 100% correctly hcg to some extent in your body.
