I had a similar situation with my h2b. Why not ask him to write a list of who he wants to invite and go from there, ask when he last saw he person, whether they chat on facebook, if they've exchanged Christmas cards etc. Hopefully he'll realise that he can pay £20pp for people he's had no contact with in years!

I chose a venue that wasn't big enough for everybody and made him cut his numbers!

Can you afford to have them all there? My mum is having the same problem. She's going straight into the evening do to cut costs as he insists on having 200 people too.

does your h2b know the partners and wives of all his friends. maybe you need to not invtie the plus ones especially for the ones you dont know and have never seen before. my partner and me are inviting work mates but not their other halfs as we dont have a clue who they are and dont really want to pay for food for ppl we dont know.
maybe that will lower your numbers right down.
    xx
