I think it depends on the registrar. I asked my county office and the following applies to us:
Everything has to be packed in 20 minutes - we can have 3 tunes and 1-2 readings depending on lentgh. There are zero religious connotations allowed and I think this is where it maybe differ regionally - we are not allowed to have any candles during the ceremony, not even for decoration. But I read from others here that it was fine to even have a unity candle ritual with their registrar - so best thing is to ring up and ask or drop them an e-mail!

Bear in mind they have to approve the music because of possible religious content.

We had a civil ceremony. We were allowed up to 3 readings (we had 2) and any music (also the readings) had to be pre-approved by them. We had a list of about 20 songs for pre-ceremony, one for walking in and one for walking out. We could have had some for signing the register but we got bored of choosing songs by then so didn't. I was a bit worried about Aretha Franklin - Say A Little Prayer and Tom Petty - Free Falling in case they thought they were religous but they were fine with them.

they can ask all they like. it's from a game and i'll hand them a set of lyrics. it has no religious content in it and if they say no because it's in a diff language i will not be a happy bunny xx

We're having a civil ceremony in a hotel and I've decided we're having 4 songs played for the guest b4 I arrive, 1 when I walk down the aisle, 2 while we are signing the register & having photo's, & 1 while we both walk back up the aisle, so that's 8 all together, i'm hoping they don't mind and we are having 1 reading by my son xx
