Your cake decorations don't have to be edible, you can have ones to keep after. I would look google for your favours get ideas of what you would like then go from there.

I've had a wee look on eBay u can get the molds to do it urself but I can't find any ready made xx

I'm making my own cake and favours too. Can't help you on the steam punk theme but Google images for tiered cakes may give you ideas on steam punk and day of the dead.
But for favours I'm doing cookies with our date on. Got a really simple mix can be made a week before and keep fresh x

Etsy do sugar skulls (like sugar cubes) in a variety of colours. You can also get cake shops to print things onto icing, so you could make your own designs or use printables (see etsy) to decorate. For favours just search 'steampunk wedding favours' on google or Pinterest, there are millions of ideas. Have a look at whengeekswed.com

Try designacake.com I think it is last time I was in their shop they had steampunk cake moulds because I was looking at them. Good luck I'm sure it will be fab x
