Are wedding favours for the people that come to the ceremony/whole wedding or for people that come to the whole wedding and/or to the reception?

People that are there for the wedding breakfast....and if there's some left over leave in a basket on a table somewhere for others to help themselves to :-)
They're for those who attend the wedding breakfast, they go with their place setting as a Thankyou.
Day guests usually.
