Aw hun thats soo rubbish!
What i would do now, is start writing a log and do it all the time. Write exactly what time of day it is and what he is doing (whether its the middle of the night or the day, stealing food or making noise), then depending on how big the log is, start sending it to whoever is in charge on a weekly basis, if it is that long, maybe do it every 2 or 3 days!
Also, has your student union got a student support officer? Mine used to have a sabbatical officer that was an ex student and they are so much more helpful. Go and speak to them and give them a copy of the log, maybe they can put pressure on the housing xxx

This is ridiculous. How far can you escalate this? Can you get your university involved. He is breaking all of the rules of the halls as well as a few laws whilst he's at it. Can't believe he's not been kicked out!!! x
